SHDEPHA+ MBARALI works in Mbarali district to support implementation of HIV prevention, Community Based HIV/AIDS Services (CBHS), HIV Testing and Counseling Services (HTS) and Gender based Violence and Violence against children (GBV/VAC) in Mbarali District.
Through funding from Southern Highland Walter Reed Program (WRP) the organization seeks to recruit dedicate and qualified candidates for the following position:-
Job Title: Community HTS Counsellors (4 post)
Station: Mbarali District
Reporting to: HTS Focal and Program Coordinator
Contract: 1 year contract and will be renewed depending on the employee performance
Job Summary:
Reporting to the HTS Focal Person, the HTS Counsellor will be responsible for the provision of HIV testing, counselling for key populations, linkage of HIV positive to care and treatment. In addition, s/he will oversee the quality of implementation of HIV testing and counselling services as well as accurate documentation.
Duties and responsibilities:
- Ensure quality HIV Testing Services (HTS) are provided as per the National Algorithm and as per HTS national guidelines
- Provide assisted partner notification services for all index clients
- Offer first adherence counselling services to newly positive clients before referral to care and treatment
- Provide health education to clients as a strategy to increase demand for HIV testing services
- Provide counselling services addressing HIV prevention including risk reduction interventions and behavior change, use of ART for HIV prevention etc.
- Conduct risk screening for HTS clients and provide prevention services for the HIV negative clients including PrEP and distribute condoms to the community
- Ensure confirmed linkage (target of 95%) of HIV positive clients.
- Conduct defaulter tracing of pre-enrollment clients not linked to care in supported facilities
- Assess and document all referrals, make follow-up and report on referral outcomes
- Compile and submit Daily, Weekly and Monthly HTS reports
- Participate in the site HTS QA/QC processes i.e. Proficiency testing, direct observed practice sessions, support supervision.
- Conduct CQI activities to improve gaps identified based on data.
- Ensure monthly forecasting, quantification and reporting of Rapid Test Kits (RTKs) and HIV self-testing kits is done according to the guidelines and raise a 1-month early warning alert for expected RTK shortage.
- Support and spearhead promotion of HTS services and innovations aimed at increasing access to HTS service provision e.g. Assisted partner notification services (aPNS), Social Network testing,PP and KP HIV Testing
- Participate in EQA activities (proficiency testing and observed practice) documented and available at the facility level
- Support the M&E framework (Maintenance of HTS registers,) to ensure accurate data entry and timely reporting
- Conduct targeted outreaches
- Any other duties which may be assigned by the Supervisor from time to time
Required qualifications:
- Diploma in Nursing, Lab technician, or other related fields with Counselling Certificate
- Two years’ experience in HTS. Community HIV Testing and Counselling is added advantage
- Proficiency in computer packages like MS Excel, MS Word, MS PowerPoint
- Data analysis and interpretation skills

Job Summary
M&E Officer will be responsible in overseeing day to day implementation of the project including engagement of health facilities workers in community interventions to generate demand for HIV prevention, provide home based care services, Voluntary counseling and testing, Gender based violence and violence against children in ten wards of Mbarali District.
Scope of Role
Under the supervision of the Program Coordinator, the Monitoring and Evaluation Officer shall be responsible for the overall collection, summarizing, compiling, dissemination, storing and timely reporting of all forms data generated from the Project with a key focus on submission of timely, qualitative and quantitative reports to the Program Management Team, donors and relevant stakeholders. Specifically, the M&E Officer will be in charge of managing project data including the Prevention Data, CBHS data, HTS data and Gender-Based Violence or Violence against Children data.
Duties and responsibilities:
- Guide the process for identifying the key performance and comparing it to targets.
- Clarify the core information needs of funding agencies and the cooperating institutions (District council).
- Review the quality of data collected in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.
- Guiding staff in preparing their progressive reports, together with analyse these reports in terms of problems and actions needed.
- Conduct monthly data verification, and Prepare reports on monitoring and evaluation findings as required.
- Review the existing approaches and management information system and agree on any required changes and resources.
- Collaborate with other staff on qualitative monitoring to provide relevant information for ongoing of project activities, effects and impacts.
- Participate actively in the implementation of M&E processes by providing technical support and checking quality.
- Participate in developing an M&E Plan, M&E work plan and indicator tracking matrix, in line with the project’s thematic standards and practice.
- Generate program monitoring, reporting and information management plans
- Pioneer the development, review and utilization of data collection, monitoring and reporting tools
- Participate actively in the enforcement of Quality Assurance (QA), Quality Control (QC) and Continuous Quality Improvement (CQI) measures for all field program interventions
- Support fellow team members in capturing and documenting best practices and success stories for learning, reference and dissemination
- Initiate data analysis and action planning meeting with program teams to review data trends and overall project performance
- Work with the field teams to ensure that program indicators are tracked through regular field visits
- Review all reports to ensure that data provided is reliable and accurate and that target indicators are met and explanations provided where indicators are not met;
- Any other duties as assigned by the supervisor.
Required qualifications:
- A minimum of a Bachelor’s degree in Social Science, Statistics or Population Studies or other related field from a recognized academic institution.
- A minimum of 3 years‟ experience in a similar position involving data collection, documentation reporting and data management
- Excellent communication and interpersonal skills
- Experience working with the community and/or local community leaders and workers
- Proficiency in both written and oral English and Swahili languages
- Ability to collect, analyze and produce good quality data and information
- Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access
- Knowledge in computer statistical packages (EPI INFO, SPSS and Stata)
- Experience in use of data to inform decision-making, planning, and performance monitoring
- Strong communication skills; oral, written and presentation skills.

Job Summary:
Linkage and Retention Officer will be responsible in linking HIV/AIDS Positive identified during HTS. He/she will prepare work plan for retaining PLHIV in ART Services and conducting Weekly and Monthly verification for all clients linked into care and MISAP/Lost follow up reconnected into care
- Duties and responsibilities:Ensure that all clients tested HIV positive at community sites are referred and linked to the facility for treatment initiation
- Implement and monitor patient tracking logbooks and intervention to bring those lost to follow up into care
- Work closely with CBHSP and capacitate them in MISSAP and Lost to follow up tracing
- Set up networks and linkage with key stakeholders such as health facilities, Police post, etc and ensure successful referrals
- Contribute to development and implementation of strategies to improve the provision of comprehensive community based services including opportunistic infection, TB, STI screening, family planning (FP) needs assessment and referrals
- Improve bi-directional referral systems between the community and facility-based services
- Conduct verification for HIV positive linked into care and MISSAP/Lost follow up back to care
- Support community-based HIV services Providers for establishment of new PLHIVs supportive groups and managing them
- Provide Health Education to clients on HIV, ARVs, Adherence to ART, Viral Load monitoring and TB screening Timeously report any challenges related to the referral and linkage to care to foster early interventions
- Provide technical support to Peer educators and CBHSP about Linkage and Retention of clients on ART
- Prepare HIV Linkage and Retention daily, weekly and monthly reports and submit to M&E Officer
- Any other duties which may be assigned by the Supervisor from time to time
Required qualifications:
- University Degree in health services management or Community Development or social welfare and other related field from a recognized academic institution.
- 3 years’ experience in HIV/AIDS activities
- Excellent communication and interpersonal skills
