POSITION SUMMARY:
The Office Assistant will work under the direct supervision of the HR & Logistics Officer to perform her/his assignments within the office. He/She will support day-to-day administrative and logistical tasks related to the implementation of office and project activities. Among other duties, he/she will handle office reception duties, ensure cleanliness of office facilities, replenish kitchen related stocks, detect and report faults in office premises.

DUTIES AND RESPONSIBILITIES:
- Manage the reception area including assisting in receiving and screening all incoming visitors in accordance with Americares security procedures to identify them and determine the nature of their visit. Keeps a log of all visitors showing their name, time of arrival, who they visited and time of departure.
- Assist in operating incoming and outgoing calls as required by caller, determines the nature of the call, and decides on appropriate routing.
- Assist in photocopying, scanning, and maintaining the copier machines, notifying the HR & Logistics Officer when service and supplies are required. Make sure the printing/documentation/photocopying area is well organized.
- Prepare coffee, tea, or other refreshments for staff.
- Assist in arranging meetings/conferences and ensure all the requirements for the meetings are met
- Ensure cleanliness of the office, dusting of all computers and printers and other office machines. Monitor and ensure adequate cleaning of kitchen and washroom supplies
- Ensure that all general public areas are neat and clean.
- Handle pick-up and delivery of items for the office as required.
- Assist the HR & Logistics Officer in physical asset verification and tagging of assets.
- Ensure all invoices received from vendors are recorded, supporting documentation attached and forwarded to Finance.
- Support in updating stationery/sundries in the store, issuing of stationery to staff and preparation of list for re-order level.
- Ensuring supplies received are put away in the store or distributed to the users accordingly.
- Performs any other duties as assigned by the HR & Logistics Officer.

POSITION SUMMARY:
Drivers will support logistics and driving project vehicles local travel needs for CPRC project implementation teams in the project covered regions, other regions for various project related official meetings in Tanzania.
DUTIES AND RESPONSIBILITIES:
- Drive vehicle for official travel and business as guided
- Act as primary driver to pick up, drop off, and transport Americares staff throughout project covered regions, other regions for various project related official meetings in Tanzania.
- Maintain high standard of service to both internal and external guests.
- Ensure punctuality and safe transport.
- Observing the road and traffic laws and regulations of the United Republic of Tanzania.
- Apply additional caution for safety of themselves, Americares staff, and other drivers on the road.
- Ensure that safe driving practices are adhered, including local driving codes and internally agreed standards.
- Alcohol must not be consumed or kept or stored in the vehicle whilst on duty.
- Ensure vehicle is kept clean, tidy and in good working condition at all times
- Always assist with loading and unloading of materials in vehicle, keep vehicle secured at all times.
- Ensure vehicle is given regular/day-to-day maintenance: check oil, water, battery, brakes, tyres, etc.
- Perform minor repairs and arrange for other repairs, prepare vehicle spare parts inventory
- Taking account of all available information on road conditions, accessible routes, and locations. (including current radio news on traffic conditions) to update daily
- Keep an accurate schedule of driving assignments and arrive on time for pick-ups and drop offs
- In case of accident or other incident occurs, follow Americares safety protocol and insurance policies and procedures.
- Prepare and submit vehicle monitoring report, including records of vehicle operations, maintenance, expenses, mileage, at end of each month.
- Assist the HR and Logistics Officer to ensure vehicle insurance and registration are updated according to schedule. Log official trips, daily mileage, gas consumption, oil changes, etc.
MINIMUM Qualifications:
- Valid driver’s license class C with satisfactory good driving records
- Certificate of Secondary education is a must.
- At least S years of experience driving in and throughout Tanzania, and preferably in driving USAID funded projects vehicles. Experience driving manual, large sports utility vehicles or similar
- Certificate for Advanced VIP Drivers course Grade Two and Certificates for Motor Vehicle Mechanics grade 1-3 will be added advantage. Ability to adapt to last minute scheduling changes, roadblocks, and changing needs throughout the shift
- Unrestricted authorization to work in Tanzania

TITLE: Project Administrative Officer, Community Partnerships for Respectful Care (CPRC) project – Mwanza

POSITION SUMMARY:
The Project Administrative Officer will work under the direct supervision of the Tanzania CPRC Project Director to perform her/his assignments within the CPRC project teams. S/He will be the main point of contact to plan and work on CPRC project administrative matters. S/He is expected to provide consistent and timely support to CPRC team in Tanzania to ensure compliance with USAID rules and regulations and Americares policies and procedures, especially in ensuring timely project Annual Work Plan (AWP) development, activities implementation, reporting, and overall project cycle calendar
DUTIES AND RESPONSIBILITIES:
- Supports Project Director and project team in coordination of project administrative, technical, and activities tasks schedules as applicable.
- Supports Project Director in coordinating CPRC project teams’ field work activities preparations, travels, and logistics, through close communications with the Finance and Operations Manager, Finance Officer, Human Resource & Logistics Officers, and Office Assistant to ensure smooth and timely execution of activities.
- Contribute to maintaining effective and productive communications and relationships with USAID Mission and relevant stakeholders, such as MOHCDGEC, PO-RALG, Implementing Partners (IPs), and external partners and existing health private sector networks.
- Supports project team in sub-grant and contract management by monitoring and facilitating tracking and accomplishment of milestones.
- Ensure project-related documentation including program files and project activities budgets are compliant, properly documented, and organized
- Assists project team in the preparation, tracking and realignment of the CPRC project budget and sub-grant funding.
- Supports the Project Director and project team in development/submission of contractual requests to the mission requesting USAID concurrence for all international travels. Contributes to weekly updates and monthly reports, collection of CPRC success stories, best practices and lessons learned
- Assist project team in preparing and keep tracking of project correspondence, reports, meeting schedules, and minutes notes.
- Work with the program and finance team in developing activity budgets and project activity advance requests.
- In collaboration with HR and Logistics Officer, identify and books venues for activities, prepare and dispatch participant and trainers invitation letters, confirm participant and trainer’s attendance, arrange transport, sources training materials and supplies, request audio visual equipment etc.
- Ensure appropriate setup of the training hall and audio-visual equipment and oversee provision of conference services by the training centres.
- Ensure availability of refreshments, manage disbursement of funds for participants costs with finance team oversight.
- Coordinate with the finance team payments to vendors, reconcile and liquidate activity advances, provide secretarial support to project events, and carry out all other logistical tasks to ensure that activities are well organized.
- Coordinate project meetings, develop meeting agendas, invite, and remind attendees, take and distribute minutes, track agreement points and action plan items and send out reminders on due items.
- Draft, edit, copy, package and dispatch project documents, training materials and correspondence.
- Assist in compiling quarterly and annual project progress reports.
- Assist program teams with laying out and editing of presentations using PowerPoint, and ensure necessary approvals are obtained before publication of any project documentation. Contributes to weekly updates and monthly reports, collection of CPRC success stories, best practices and lessons learned.
- Compile and maintain an up-to-date inventory of all project reports and documents including monthly, quarterly, and annual narrative reports, activity reports, trip reports etc. Track all due reports and deliverables and send out reminders to project staff and ensure usage of the designated reporting formats. Ensure adequate review, feedback, distribution and filing of the deliverables in a timely manner and according to project dissemination plans.
- Establish and maintain a central filing system for the project, both electronic and hard copy, ensuring integration of individual’s-maintained files and the central files.
- Work closely with Project MEL Specialist to establish and maintain a mini resource centre for the project, gathering and properly cataloguing project information and other relevant resources, and respond to miscellaneous requests for project information.
- Perform other duties as assigned by the Tanzania CPRC Project Director to ensure smooth project implementation
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in social sciences, arts with education, administration, management, or related field and at least five years of experience in support USAID funded projects administrative management roles.
- Experience working with international development organization and experience working with sub-grantees and vendors
- Experience working in project knowledge management
- Ability to multi-task and work in a team environment, as well as independently when required
- Ability to perform program activities budget analysis, highly desirable
- Excellent interpersonal skills and strong communications skills; ability to develop partnerships across sectors and cultures
- Strong organizational skills, capacity to think strategically and attention to detail
- Excellent English-language writing skills and demonstrated experience meeting USAID and other donor reporting requirements

TITLE: Monitoring, Evaluation, and Learning (MEL) Specialist

ASSIGNMENT TYPE: Full-time

POSITION SUMMARY:
The Tanzania MEL Specialist will oversee all aspects of the CPRC monitoring, evaluation, and learning in Tanzania. Under the supervision of the Tanzania Project Director, the MEL Specialist will coordinate with HQ-based M&E and Project Teams, the Tanzania CPRC project three Technical Leads for Community Engagement & SBCC, MNH, and FP. In addition, the Specialist will work closely with and build capacities to partner M&E teams and activities, particularly during data collection and analysis. The Tanzania CPRC MEL Specialist will ensure the application of best practices for data collection, analysis, reporting, learning within the project team and with a larger audience, including donors and MOH stakeholders. The position will require an emphasis on working closely with the HQ M&E Director or his designee and on creating externally relevant results and progress reports.

DUTIES AND RESPONSIBILITIES:
Monitoring Activities:
-Lead the MEL unit in supporting the CPRC project in tracking and measuring achievement and progress toward activity goals and results
-Ensuring that CSOs, and other partners collect quality data that meets the USAID data requirements, including the different levels of disaggregation (sex, age, and geographic disaggregation)
-Lead capacity building of technical, CSO staff and partners on MEL
-Lead monitoring of program quality using quality benchmarks and ensure that findings from Key Program Indicators (KPIs) are shared with relevant stakeholders and explicitly fed back into program decision making
-Ensure data management information systems are in place and accessible to everyone at anytime
-Lead data entry and data analysis with partners
-Lead in data quality assessment for CPRC partners and CSOs by regularly verifying and validating data reported monthly, quarterly, and annually to ensure completeness, accuracy, and validity
-Contribute toward continuous review of approaches used to implement activities and advise CPRC Technical Leads for Community Engagement & SBCC, MNH, and FP, and Project Director
-Providing technical assistance in the development, selection, and application of MEL processes and tools.
Evaluation Activities:
-Lead CPRC Tanzania during baseline and end line activities, with the support of the Project Director
-Lead in-country assessments and annual project evaluation to track achievements and changes toward reaching the CPRC project overall goal in Tanzania
-Under the guidance of the COP, Technical Director, Tanzania Project Director, and HQ M&E Director perform additional or complementary analysis of data collected, including baseline and end-line data collected
-Lead the development of terms of reference and methodology design for in-country program monitoring level reviews and evaluations to ensure that processes will generate relevant learning on respectful care
-Support internal and external Activity evaluations as necessary.
Learning:
-Maintained detailed knowledge and lessons learned, best practices, and issues
-Continuously support the program team and the sub-grantee in improving approaches, and processes
-Inform and work with the Country Director in reviewing and, where appropriate developing and testing complementary tools to ensure high-quality implementation, risk management, stakeholder analysis, root cause analysis, project status report, quality management, minimum program standard, and implementation checklist
-Contribute to developing presentations, abstracts, articles and publications through data analysis, tabulation, visualization, and supporting data interpretation
Reports and Updates:
-Contribute to the development and implementation of learning efforts and documentation and sharing of findings and best practices
-Submit monthly reports and weekly updates to the Tanzania CPRC Project Director that monitor implementation and achievements
-Support the Project Director to prepare quarterly and annual reports for submission to USAID
Coordination:
-Maintain contact with partners and stakeholders to ensure timely and regular flow of information and data
-Develop and roll-out capacity building and refresher training efforts to ensure full participation of sub-grantee and MOH stakeholder in all MEL efforts, with highly effective and application process
-Develop on an annual-basis MEL work plan adapted from the project global M&E plan
-Take full responsibility for the in-country MEL dashboard that present an overview of accomplishment, MEL needs, budget, and planning review
-Lead the Tanzania MEL component during the regular project review

-Minimum of 5 years of work experience in monitoring and evaluating international health sector development projects, with a strong preference for candidates’ previous experience working with the public health sector in building and strengthening data collection and reporting systems
-Demonstrated experience of working with USAID large-scale programs, including knowledge of USAID’s reporting requirements
-Familiar with Tanzania health management information systems, including data quality assessments and manipulation of DHIS2, experience in presenting RMNCAH, FP, and Nutrition, data to MOH, PO-RALG, and other IPs is a credit
-Experience in setting up M&E systems, design, and implementation
-Strong technical and analytical skills, including ability to analyze qualitative and quantitative data using one or more statistical software packages, such as SPSS, Stata, SAS, Nvivo, Atlas.ti
-Good knowledge in conducting qualitative and quantitative research studies and excellent in analytical and report writings skills
-Proven experience and knowledge in the documentation of program outcomes and impact
