Key duties and responsibilities:
Qualifications: The holder of this position must have the following:
1. Safeguarding subject records and ensure for their intact storage, efficient retrieval and effective circulation;
2. Managing contracts regarding with the security and cleanliness of the corporate premises by out¬sourced business partners;
3. Supervises the uses of office premises to allocated staff and cause to be carried out preventive maintenance and rehabilitations;
4. Safeguard all the Tanga UWASA’s acquired lands and plots by ensuring they have valid and legal ownership documents;
5. Pursuing and timely obtain statutory permits for all the Tanga UWASA motor vehicle and cycles, such as insurance covers and road licenses where necessary;
6. Supervise and monitor the utilization of the Tanga UWASA’s communication equipment and facilities and their utilization within prescribed purposes and ensure they are functional all the time;
7. Maintaining internal communication procedures by establishing effective and efficient means of information dissemination to the Tanga UWASA staff;
8. Supervising and monitoring day-to-day performance of sectional staff and keeping records of their performance and consequently their periodic performance appraisal and feedback submission;
10. Oversee the efficient implementation of all Authority’s Plans including Risk Management Plan;
11. Manage the human resources of the Section in accordance with the Public Service Act and Authority’s regulations, in particular their deployment, discipline, appraisal, training or career development and welfare;
12. Manages performance and conduct performance appraisals to comply with ISO requirements on the daily activities, and
13. Performs such other related duties as may be assigned by the Human Resources and Administration Manager from time to time.Qualifications and Experience: The holder of this position must have the following:
i) Holder of a Bachelor’s Degree/Advanced Diploma in Human Resources Management/Public Ad¬ministration, Sociology, Laws (after internship), Public Service Management or equivalent qual¬ification from a recognised institution. Possession of a Postgraduate Qualification in the related field is an added advantage.
ii) Must have at least Five (5) years working experience in administrative matters.
iii) ICT literate with good and proven interpersonal communication skills

Scope of the position and its expected outputs:
The holder of this position is responsible for all general and specific duties pertaining to secretarial services and office administration functions for the Tanga UWASA Management.Appointment by Managing Director

Supervises NILKey duties and responsibilities:
1. Provides administration support and secretarial services to the Management;
2. Receives and organises all correspondences to the Management and promptly relay information to ensure effective internal communication;3. Handles and moves documents to the Management and timely dispatches for relevant authorized actions;
4. Assists in maintaining the reports and records of Management functions and provides updates as may be required;
5. Assists in attending visitors to the Managing Director’s Office and arranging appointments;
6. Assists in facilitating travelling arrangements for the Management;
7. Assists in maintaining the upkeep and arrangement of the Managing Director’s office;
8. Any other duty as may be assigned by the Human Resources Officer
Qualifications and Experience: The holder of this position must have the following:
i) Diploma in Secretarial Studies from a recognized institution/college.
ii) Must be a computer literate with a minimum typing speed of 80 words per minute.
iii) Must have experience of at least three years working in a reputable Institution/ busi¬ness entity.
iv) Must be fluent in English and Swahili.
v) The applicant for this position should be ready to overstretch working hours during the peak days in the Managing Director’s office and be able to work under minimal supervision.

Title of position: Assistant Records Management Officer I (One Position)
Scope of the position and its expected outputs:
Responsible for all general and specific records management functions in the Tanga UWASA by ensuring the efficiency, effective collection, storage and easy retrieval of records for decision making in the provision of services related to the AuthorityAppointment by Managing Director
Reports to Administrative Officer
Supervises Registry Assistants
Key duties and responsibilities:
1. Handles Tanga UWASA registry functions in compliance to approved standards and record management policies;
2. Provides professional advice for proper use of the registry, and records management;
3. Makes timely and appropriate files updating and documents disposal;
4. Manages filing system of the Authority and ensures proper upkeep of the registry;
5. Organises and ensures efficient documents movements within the Authority;
6. Ensures compliance to registry procedures and standards;
7. Perform any other duties related to the above as assigned by Administrative Officer.
Qualifications and Experience: The holder of this position must have the following:
i) Holder of Form IV/VI National Examination Certificate with a Diploma in Records Man-agement Examination from a recognized Institution.
ii) At least Five (5) years of working experience in records management.
iii) ICT literate with interpersonal communication skills
iv) Age Limit – Not above 35

Title of position: Assistant Records Management Officer II (One Position)
Scope of the position and its expected outputs:
Responsible for all general and specific records management functions in the Authority by ensuring the efficiency, careful, effective collection, storage and easy retrieval for decision making in the provision of services related to the Authority

Key duties and responsibilities:
1. Receives all incoming mails and enter them in the relevant registers
2. Maintains and updates register of files and file index books;
3. Provides professional advice and assists internal customers for appropriate use of the registry;
4. Review pending correspondences and listing files required for filing;
5. Sort outgoing correspondences in accordance with instructions or established means of dispatch and check dates and signatures;
6. Type all general correspondences;
7. Assemble flimsy copies and file them for consultation to listed officers;
8. Updating registers in the registry of the Authority.
9. Check files in the cabinet/rack periodically to ensure proper arrangement and neat¬ness; and
10. Perform any other duties related to the above as assigned by supervisor.
Qualifications and Experience
The holder of this position must have the following:
i) Holder of Form IV/VI National Examination Certificate with a Diploma in Re¬cords Management Examination from a recognized Institution.
ii) At least one (1) year of working experience in records management.

Title of position: Pump Operator II (One Position)
Appointment by Managing Director
Reports to Plant and Maintenance Technician
Supervises NIL
Key duties and responsibilities:
1. Operates water pumps and mechanical/electrical equipment in accordance with set schedules;
2. Monitors electrical equipment and pumps performance and advises the Plant and Main-tenance Technician in case of malfunctioning;
3. Carries out housekeeping work for pumping station and equipment;
4. Records such machine performance as pressure gauges, meter readings, electric meter, etc.;
5. Records the amount of pumped water at established time intervals;
6. Takes water tank levels readings at established time intervals;
7. Comply with ISO requirements on the daily activities;
8. Performs such other related duties as may be assigned by the Plant and Maintenance Technician from time to time..
Qualifications: The holder of this position must have the following:
i) Holder of Form 1V/VI certificate with Trade Test Grade One/Level III in Mechanical / Electrical or Pumps from a recognized Institution.
ii) At least One year working experience with a reputable employer;
iii) Age Limit- Not above 35
Title of position: Water Treatment Artisan II (One Position) Appointment by Managing Director Reports to Reports to the Water Laboratory Technician Supervises NIL
Key duties and responsibilities:
1. Applies chemicals to untreated water in accordance with set standards and procedures;
2. Cleans the water chemical mixing area, water chemicals tanks, water filters and buildings;
3. Stocks water chemicals in accordance with the instructions of the Technician;
4. Discharges dirty water from sedimentation tanks;
5. Keeps water filters at established levels;
6. Tightens water valves in accordance with the instructions of the Water Laboratory Technician;
7. Monitors the performance of the treatment plant and informs the Technician in case of malfunctioning;
8. Records the amount of water inflow and outflow at established time intervals by the Water Production Engineer;
9. Comply with ISO requirements on the daily activities
10. Performs such other related duties as may be assigned by the Water Laboratory Technician from time to time.
Qualifications:
The holder of this position must have the following:
Holder of Form 1V/VI certificate with Certificate in Science and Water Laboratory Technology or related qualifications from a recognized Institution;
At least One year working experience with a reputable employer;

Title of position: Water Network Engineer 1 (One Position)
Scope of the position and its expected outputs:
The holder of this position heads the water network Section and is responsible for carrying out man¬agement, development and maintenance of the water supply network. He/She will be responsible for efficient and adequate water supply to all areas covered by the Tanga UWASA services.

Supervises Water Network Technicians
Key duties and responsibilities:
1. Supervises all water network maintenance and development plans activities in accordance with systems procedures agreed with the Technical Manager;
2. Maintains proper records of the water network inventory and monitors all factors that might impinge on the supply of water in the network;
3. Coordinates with the Customer Services Department in handling customer complaints relating to the water supply;
4. Allocates assignments to subordinate staff and monitors their performance to ensure that jobs are done effectively and efficiently;
5. Oversees right quality and quantity supply of water to customers;
6. Foresees the rehabilitation and maintenance of the water network infrastructures;
7. Advises the Technical Manager on all matters pertaining to water distribution and ensures that the Manager is at all times appraised of opportunities and threats that have a bearing on the Authori¬ty’s ability to distribute quality water through the network;
8. Prepares periodic reports outlining the performance of the water network Section and the status of the network;
9. Prepare periodic operational and other management reports to facilitate constant review of the Sections and Department’s performance and as input to managerial decisions;
10. Oversee the efficient implementation of all Authority’s Plans including Risk Management Plan;
11. Manage the human resources of the Section in accordance with the Public Service Act and Authority’s regulations, in particular their deployment, discipline, appraisal, training or career development and welfare;
12. Manages performance and conduct performance appraisals to comply with ISO requirements on the daily activities, and
13. Performs such other related duties as may be assigned by the Technical Manager from time to time.
Qualifications and Experience
The holder of this position must have the following:
i) Holders of Bachelor’s Degree in Civil/ Environmental/ Sanitation Engineering or its equivalent from a recognized University/institution. Possession of a Postgraduate Qualification in the related field is an added advantage
ii) Must be registered as Professional Engineer with the Engineers Registration Board of Tanzania (ERB);
iii) Posses of Valid Practising License issued by Engineers Registration Board;
iv) Must have at least five (5) years working experience as Water Engineer, and
v) Must be ICT literate with good and proven interpersonal communication skills
vi) Age Limit – Not above 45
Title of position: Sewerage Network Engineer 1 (One Position)
Scope of the position and its expected outputs:
The holder of this position heads the sewerage network Section and is responsible for carrying out management, development and maintenance on the sewerage network. The outputs of this position are thus reflected in the quality of disposed sewage, effectiveness of the sewerage network and its development.

Key duties and responsibilities
Supervises all sewerage network maintenance activities in accordance with procedures in the section agreed with the Technical Manager;
Maintains proper records of the sewerage network inventory and monitors all factors that might impinge on the smooth flow of sewage in the network;
Coordinates with the Customer Services Department in handling customer complaints relating to the sewerage services;
Allocates assignments to subordinate staff and monitors their performance to ensure that jobs are done effectively and efficiently;
Advises the Technical Manager on all matters pertaining to sewerage management and ensures that the Manager is at all times appraised of opportunities and threats that have a bearing on the Authority’s ability to manage sewerage;
Monitors sewage quality and ensure that it is properly controlled and disposed without pollution to the environment;
Foresees the rehabilitation and maintenance of the sewerage infrastructures;
8. Prepare periodic operational and other management reports to facilitate constant review of the Sections and Department’s performance and as input to managerial decisions;
Oversee the efficient implementation of all Authority’s Plans including Risk Management Plan;
Manage the human resources of the Section in accordance with the Public Service Act and Author¬ity’s regulations, in particular their deployment, discipline, appraisal, training or career development and welfare;
