Job Title: Communications Specialist

Job Summary
The Communications Specialist will be responsible for implementation of the LTA Communications Plan. The Specialist will assist in the planning, development, design and production, and manage LTA communications materials and events as required. The Specialist will deliver LTA communications directly at village, district, and national level. The Specialist will also train other LTA staff, organizational partners, and public officials in the use and delivery of LTA produced communications and outreach materials. These will include but not be limited to: informational materials such as posters, banners, and brochures; communications campaigns using radio, television, newspaper and social media; and creative communication methods such as community theater, music, etc. The Communications Specialist will work closely with the Chief of Party, Deputy Chief of Party, Land Administration Specialist and Community Development Specialists to receive technical inputs for developing outreach and communications messages and materials.

OBJECTIVES AND DUTIES:
The Communications Specialist will be responsible for:

a) Implementation of the LTA Communications Plan, and updating/revising the Plan as needed
b) Assist and ultimately take responsibility for the preparation and submission of monthly, quarterly and annual reports to donor/s and the Ministry of Lands.
c) Assist in implementing the LTA Workplan, defining specific communication and outreach materials required, and the timeline for producing and delivering
d) Working closely with Chief of Party (COP), Deputy Chief of Party (DCOP) and Land Administration Specialist to develop key messages for various stakeholder groups and outreach/communication activities
e) Develop, design and produce or manage the production of all LTA communications and outreach materials and events.
f) Deliver LTA communications directly at the village, district, and national level as required.
g) Train other LTA staff, organizational partners, and public officials in  the use and delivery of LTA produced communications and outreach materials.
h) Work closely with District Land Administration to ensure that materials produced and methods developed are appropriate for long term sustainable use.
i) Manage procurement (in compliance with LTA policies and in close collaboration with LTA COP and Finance and Operations Manager) of all support services for outreach and communications. This may include printing, translating or other production of LTA designed materials, or outsourcing the design and development of materials such as theater, music, cartoon, posters, event management, etc.
j) Conduct surveys which gauge effectiveness of communication tools and methods for each stakeholder group, and collaborate with key stakeholders to refine and revise materials and methods to improve effectiveness
k) Collect and enter data for LTA contractual performance indicators that relate to the effectiveness of communication tools and methods (including training).
l) Other duties as assigned by Chief of Party to assist in the implementation of LTA activities

QUALIFICATIONS:
a) Minimum 5 years prior relevant professional experience
b) Bachelor degree in communications, media or other relevant field
c) Prior management experience required, including strategic communications planning
d) Experience with field communications in villages/communities
e) Excellent spoken and written English and Swahili
f) Proven report writing skills
g) Photographic/videographic skills are preferable
h) Previous experience working on USAID projects is preferable

Job Title: IT Specialist

Job Summary
The IT Specialist will be responsible for oversight of IT needs for LTA’s main Iringa office, including system installations, maintenance, support and technical advice. The IT Specialist is responsible for ensuring that established standards set by the DAI home office are followed and that proprietary project solutions are fully functional, efficient and cost effective. The IT Specialist provides user support and manages relationships with outside System Support Companies (as needed).

Job Description
Responsibilities also include the management and maintenance of LANs (Local Area Networks) in the program’s main office in Iringa, and the district Land Office (DLO), for up to 20 staff. The IT Specialist will ensure that proper backup and restoration procedures are followed, maintain network security (antivirus and communication devices), and that end users have access to shared files, printers and email. When needed, he/she will also be responsible for conducting IT assessments and preparing reports for per home office standards to ensure that appropriate solutions (equipment, software and services) are proposed and provided.

DAI’s Office of Information and Management Technology (OIMT) will provide training, guidelines and technical support to the IT Specialist. It is the responsibility of the IT Specialist to keep OIMT informed of issues and/or proposed system modifications (hardware and software purchases) via tools provided by OIMT IT Operations team such as request templates, support email address, and the OIMT Technical Approval group email address.

OBJECTIVES AND DUTIES:
The IT Specialist will be responsible for:
a) Local network maintenance and installation (cabling, switches and NIC configuration TCP/IP, NAT, TCP/IP printing, windows network and domain services on TCP/IP);
b) WAN connectivity and maintenance (Internet connection and services, and devices configuration and maintenance);
c) Server and server application maintenance (Hardware integration, Windows 2012 / 2016 server maintenance, Hyper-V, WSUS services, antivirus maintenance and monitoring, backup services);
d) Client computer hardware and application installation, configuration and maintenance (Laptops, Desktops, MS Windows 10 Pro, MS Office Suite, IBM Notes, Office 365 general use and troubleshooting, antivirus installation and troubleshooting);
e) User support and training;
f) Management and supervision of support provided by local companies (ISP or other provides or IT services);
g) Communication with the DAI Home Office OIMT IT Operations team regarding network, system hardware and software changes/issues/updates and user registration, updates and termination;
h) Provide assistance in procurement and evaluation of all technical equipment (including phones, copiers, etc., in compliance with DAI IT Standards and procedures);
i) Administer IP PBX extensions;
j) Maintain IP PBX hardware and phones;
k) Communicate with DAI OIMT IT Operations team regarding implementation of special features on the system;
l) Assist Operations Specialist in properly inventorying IT equipment;
m) Prepare procurement specifications and SOWs for IT procurements per DAI standards;
n) Review all IT procurement requests in TAMIS;
o) Assist Operations Manager and provide advice on annual IT inventory and software audits;
p) Maintain a good knowledge and understanding of all policies and procedures as set forth in the project’s Field Operations Policy Manual and DAI Operations Manual.
q) Other duties as assigned by Chief of Party to assist in the implementation of LTA activities

QUALIFICATIONS:
a) University Degree in relevant field;
b) Minimum 5 years of relevant experience in IT systems’ administration, maintenance and user support;
c) PC and Server support experience;
d) Knowledge of Windows Server & Windows Client operating systems;
e) Knowledge of Hyper-V visualization platform;
f) Knowledge of Windows network services: AD, DNS, DHCP, WSUS, Print and file sharing;
g) Experience with IBM Notes Client configuration;
h) Experience with Outlook client or Office 365 services;
i) Knowledge of backup and restore services;
j) Physical and logical LAN and WAN infrastructure principles;
k) Communication equipment and VPN services;
l) Good knowledge of smartphones, tablets and their operating systems;
m) No prior legal convictions for fraud or theft and no prior terminations for cause from a prior employer;
n) Demonstrated honesty, trustworthiness, initiative and self-motivation in handling all assigned tasks;
o) Preferably have USAID experience and an understanding of M&E processes, ARC GIS and Data Base Management;
p) Must have English language proficiency, verbal and written.

REPORTING:
The position reports to the Finance and Operations Manager.
The IT Specialist will also need to work closely with the Chief of Party, DCOP and GIS Manager.
